God is The Angel who rescued Jacob from all evil. This does not mean that God is an angel: angels are finite and created beings, but God is infinite and eternal. What it does mean, however, is that a part of God manifests itself as a messenger.
This part of God is called The Angel of The LORD, and it is itself a person who acts with purpose, refers to God in third person, interacts with people, and is perceived as God Himself (this is what Hagar concluded).
Given that the Angel of the LORD is identified as God, though He is distinct from God (in other words, the Angel of the LORD is identified as a divine person who is part of God); and since in the Hebrew Bible (the Tanakh, or Old Testament) He is distinguished from the Holy Spirit; and since His role is to reveal God and deliver God’s message to humanity; we can deduce that the Angel of the LORD is Jesus preincarnate.
After all, the New Testament establishes that God is composed of three persons: the Father, the Son, and the Holy Spirit (see Matthew 28:19); and Jesus proceeds from the Father (see John 8:42) to reveal Him (see John 14:9).
